The Medicare Shared Savings Program Proposed Rules - Briefing Doument [PDF]
Four rules were released on April 7th related to the Medicare Shared Savings program for Accountable Care Organizations, including the CMS rule outlining program requirements. The Departments and Agencies are seeking comment on the proposed rules as outlined in the table below.

The New England Journal of Medicine article from Doctors Haywood and Kosel entitled "The ACO Model -- A Three Year Financial Loss." The Authors explore the investment necessary in the Physician Group Practice Demonstration (2005-2010) and whether participants were able to earn a return on their investment. The authors then consider the investment implications for establishing an ACO based on the PGP demonstration and found that the up front investment, time frame to expect ROI, and the statutory limitations on the ACO model are daunting.
