Legislative Objectives
110th Congress, 2007 - 2008


A primary role for the Coalition for Affordable Health Coverage is to provide advice and counsel to Congressional leaders and their staff as they draft and work to pass legislation to help people afford and purchase private health insurance.

Health Care Tax Credits
Support passage of a refundable and advanceable health care tax credit that would help those with low and moderate incomes purchase private health insurance.
   
High-Risk Pools
Support full funding for the creation and operation of state high-risk pools.
   
Health Savings Accounts
Advise and assist the Administration in the regulation of Health Savings Accounts, working for optimum flexibility for consumers and employers.
   
Support legislation to make HSAs even more attractive and affordable to various cohorts of the uninsured. For small business owners and their employees, CAHC would like to encourage employers to make deposits to an employee’s HSA account by providing them a tax credit for money placed in the account.
   
Increase affordability of Health Savings Accounts by making HSA plan premium payments tax deductible for individuals.
   
Support legislation that will stimulate wider adoption of Health Savings Accounts, increasing private coverage for Americans.
   
Health Care Deductions and other Tax Incentives
Allow self-employed individuals to deduct their health insurance costs in determining their self-employment taxes.
   
Repeal the “use or lose it” rule which currently requires employees to forfeit any unused dollars in the FSA account. Instead, allow employees to rollover unused dollars into either their FSA or HSA accounts.
   
Children's Health Insurance
Support the State Children’s Health Insurance Program (SCHIP) to allow states to equally cover the poorest children, those living below 200% of the poverty level, first and foremost.
   

Promote flexibility in Medicaid and SCHIP programs so that states can experiment with public-private partnerships that better serve the needs of those enrolled.
